In 2012, the Dutch government articulated its ambitious goal of significantly boosting sustainable energy production in the coming decades. However, in a densely populated country like the Netherlands, finding suitable development locations for such initiatives is a challenging task. The outer ring of the port expansion project known as Maasvlakte 2 emerged as a potential solution.
